Preheat a standard waffle iron, oiling the iron if needed.
In a bowl, mix together the mayonnaise, chili powder, and a pinch of salt and pepper. Add the corn, flour, and cotija and mix to combine.
Scoop about ⅓ cup of the corn mixture into the center of the hot waffle iron. Close and cook until golden brown and crispy, about 3-4 minutes. Remove the mini corn waffle and repeat with the remaining corn mixture.
Serve warm or at room temperature with extra cotija, sour cream, and cilantro on top!
